NMC CBME Guidelines 2024: Revised MBBS Curriculum Drops Gay Sex, Disability Topics

Introduction 

The Competency-Based Medical Education (CBME) Curriculum for MBBS has been revised by the National Medical Commission (NMC). 

The reference to sodomy and lesbianism as “unnatural sexual offenses” under the “sexual offenses” topic has been removed. 

CBME Revised Guidelines 

The faculties have been asked to describe informed consent for sexual Intercourse. The following statement is the exact statement from the guidelines. 

“Describe and discuss histories of gender and sexuality-based (sexual orientation) identities and rights in India. Describe the history of decriminalization of ‘adultery’ and consensual adult homosexual sexual behaviour”. 

The following acts have been termed as ‘sexual offenses' by the apex Medical education regulator within forensic medicine and toxicology subjects to be taught to MBBS students in Phase 3, Part I–

?Non-consensual or forced oral sex

?Non-consensual or forced penetrative anal sex

?Non-consensual or forced insertion of fingers or objects 

?Non-consensual or forced touching, groping, or disrobing (indecent assault). 

?Sexual acts with animals, zoophilia, or bestiality 

Unlike previously, teachers are no more asked to teach ‘sodomy, incest, lesbianism, buccal coitus, bestiality, indecent assault’, as ‘adultery and unnatural sexual offenses’. 

The references to a variety of sexual acts as ‘sexual perversions’ have also been removed. 

The faculties have also been asked to explain how the Virginity Test is inhumane, discriminatory, and unscientific.

Here is the exact statement from the guidelines- 

‘Describe and discuss how to appraise the courts about the unscientific basis of these tests if the court orders it’. 

Topics like ‘importance of hymen, the definition of virginity and defloration, and its legitimacy and medico-legal importance’ were included in the CBME guidelines 2024 published on August 31. 

Provisions in new laws, Bharatiya Nagarika Suraksha Sanhita (BNSS), Bharatiya Nyay Sanhita (BNS) Bharatiya Nyay Sanhita (BNS) Bharatiya Sakshya Adhiniyam (BSA) and Protection of Children From Sexual Offences Act (POCSO) civil and criminal cases will be taught to the students. 

“Despite widespread outrage, the NMC shows no obligation to comply with the Rights of Persons with Disabilities Act 2016 or Transgender Persons Protection Act 2019”, said Dr Satendra Singh, professor at the University College of Medical Sciences (UCMS), Delhi.
