Since 2022, about 1.65 crore non-literate individuals have registered on the ULLAS portal launched by the Indian government as part of its literacy program, the education ministry informed Parliament on Monday. The main focus of this program is to help non-literates learn basic reading, writing, and arithmetic skills. Over 68 lakh participants have successfully passed the literacy and numeracy test under the initiative.

The ULLAS scheme, launched in 2022-23, aims to identify non-literates and connect them with nearby voluntary teachers. These teachers help them learn essential skills, after which they can take the Foundational Literacy and Numeracy Assessment Test (FLNAT). Upon passing, they are certified as ‘neo-literates.’

Despite the progress, over 1 crore non-literates are yet to be paired with a voluntary teacher. States need to focus on improving the “tagging” process to ensure every non-literate receives the necessary support to become literate.
