Tamil Nadu Implements One-Year Bond Policy for Non-Service PG Medical Students; Calls for Termination Proposals

The Tamil Nadu government reduced the bond period for non-service postgraduate (NSPG) doctors in state medical colleges from two years to one year, according to a TN doctors' group. They have asked all postgraduates to apply for their release.

The health department changed the bond rules for postgraduate and diploma students who completed their courses in 2023. The service period is now one year (starting from the date of joining), and the bond amount has been lowered: from Rs 40 lakh to Rs 20 lakh for PG degrees, and from Rs 20 lakh to Rs 10 lakh for diplomas. The government bring back the two-year bond requirement each year, based on the need and available job openings.

This decision followed suggestions from a committee set up after the Madras High Court advised the Directorate of Medical Education to look into the bond conditions for NSPGs. Besides reducing the bond period and amount, the committee also recommended assigning PG doctors to the same specialty and returning their original certificates if there are delays in posting.

The Tamil Nadu Resident Doctors Association (TNRDA) announced that the government order to shorten the bond period for the 2023 batch of NSPGs from two years to one year has been successfully implemented. They credited this achievement to their consistent efforts to support postgraduate doctors.

 

About Tamil Nadu PG bond policy

According to instructions from the Directorate of Public Health and Preventive Medicine (DPH), Directorate of Medical Services (DMS), and Directorate of Medical Education (DME) the eligible non-service postgraduates (NSPGs) who completed their postgraduate programs last year and have served the one-year bond period can be immediately released from service.

The doctors’ association has advised NSPGs to formally request their release by sending a letter or email to their district authorities or college deans. They should include the official government order and any other necessary documents. It is also recommended that they mention the date they started their bond service and the expected release date.
